The National Assembly will today conduct a special session to consider the report of the committee that vetted the seven nominees to the Commission on Revenue Allocation (CRA).
The committee grilled the nominees on Monday.
Benedict Mutiso, former Wajir County Woman representative Fatuma Gedi, Dr. George Midiwo, Hadija Nganyi, Dr. Isabel Waiyaki, Jonas Kuko and Wilfred Nchoshoi were among those vetted by the House Committee on Finance and National Planning.
According to the law, political parties or political coalitions must propose the candidates.
President William Ruto’s Kenya Kwanza coalition nominated Mutiso, Kuko, Nganyi and Waiyaki, while Raila Odinga’s Azimio coalition nominated Gedi, Nchoshoi and Midiwo.
The commission chairperson and members will be non-executive and serve a term of six years on a part-time basis, if approved by the National Assembly for their formal appointment by the president. They are not eligible for reappointment.
The present commission’s mandate, which is currently being presided over by Dr. Jane Kiringai, expires on December 31, 2022, therefore Parliament must complete the procedure before the month is up.
The commission has also urged the Governors to digitise their revenue sources.
Having spent eight years working for the Kenya Revenue Authority (KRA), Mutiso, who has a net worth of Sh215 million told the committee led by Molo MP Kimani Kuria that he is qualified for the position.
The commission is tasked with distributing national tax money fairly among the 47 devolved entities and the national government, with the distribution of tax revenue between the two levels of government based on the most recent audited national tax accounts approved by the National Assembly.
In a statement, National Assembly Speaker Moses Wetangula named the seven candidates who would become members of the Commission on Revenue Allocation (CRA) on November 26, 2022.
