Kakamega county public health chief officer Everlyne Mulunji, community health services coordinator Chris Lumiti and his deputy Stephen Anjeche have been linked to Sh6 million misappropriations at the facility.
And now, Kakamega county MCAs want the trio removed on grounds of misappropriation of Sh6.6 million that was aimed at improving county health programme. The MCAs want Ethics Anti-corruption Commission and Directorate of Criminal Investigations to probe the graft.
According to a report seen by Weekly Citizen undercover team, Anjeche is accused of signing an imprest of Sh5,694,000 meant to train community health volunteers. They were to be trained in 12 subcounties but records show, the training never took place.
To swindle the millions, Anjeche is said to have booked a hotel with four ladies and three men and started sending money via Mpesa to proxies’ phones. They are said to have engaged in unprotected sex, merry making at the hotel.
It is this hotel sex payment list that Anjeche produced as being the participants showing the amount CHVS received on his or her mobile phone.

Oparanya

The committee report shows Anjeche agreed to have forged the crucial documents to surrender the imprests.
Also implicated in the scam is Lumiti whom Anjeche claims demanded Sh1.3 million to protect them. According to Anjeche, Lumiti called him at Kakamega Golf Hotel where he demanded to be given governor Wycliffe Oparanya business associate Sir Rodger Martins.
Martins has been linked to Imarisha Afya ya Mama na Mtoto that is allegedly being used to siphon millions from the county. It has emerged that Lumiti and Mulunji with pressure from Sir Rodger Martins opened an Mpesa account to pay CHVS and irregularly withdrew Sh915,000 from Imarisha Mama Account.
What surprised many is that Mulunji who is now a millionaire claims she personally supervised the activities but never named the venues of training. She even produced to the committee old photographs done during previous training to try prove her point.
However, Mulunji, Lumiti and Anjeche claim, the health committee members chaired by Lukas Radoli demanded Sh2.5 million from them so as to keep quiet but they refused hence the current report laced with witchhunt.
“Radoli called me and I found him in a hotel located along Kakamega-Webuye highway. He was with two ladies and he gave me their mobile phone numbers to Mpesa them Sh120,000 each but I refused hence my troubles with him,” said one of the county health officials.
