The Kenya Urban Roads Authority (KURA) has assured that a sh.8.4 billion tender for the establishment of the Nairobi Intelligent Transport System (ITS) and junction improvement project, Phase 1 will be conducted through fair and competitive bidding.

KURA Director General Eng. Silas Kinoti will be celebrated for a legacy that would see Nairobi City ranked among the top cities in the world privileged with intelligent transportation systems (ITS).

An intelligent transportation system (ITS) is an advanced application that aims to provide innovative services relating to different modes of transport and traffic management.

The system enables users to be better informed and makes safer, more coordinated, and smarter use of transport networks.

Some of these technologies include calling for emergency services when an accident occurs and using cameras to enforce traffic laws or signs that mark speed limit changes depending on conditions.

The multi-billion shillings funding from the Korean Exim Bank will be used to construct and equip the Traffic Management Center (TMC) building at the former Cabanas facility and install ITS field equipment which includes a traffic signal, signal controller, intersection surveillance camera, and vehicle enforcement system and communication network as well as transfer skills.

The process is set to close on August 29 and will also see the expansion and modification of the existing junctions in Nairobi including Moi Avenue/Kenyatta Avenue, Koinange/Kenyatta Avenue, Mbagathi Way/ Langata Road and Limuru Road/Muthaiga Road just to mention a few.

Recently KURA Director General Kinoti made a successful benchmarking trip to Bucheon City in South Korea.

Bucheon is also known as a high-tech city that has smart transportation systems and is implementing people-centered smart cities.

KENYA URBAN ROADS AUTHORITY TENDER MAY 2023 

OPEN INTERNATIONAL TENDER 

NAIROBI INTELLIGENT TRANSPORT SYSTEM (ITS) ESTABLISHMENT AND JUNCTIONS IMPROVEMENT PROJECT [PHASE I]
PROJECT No.: KEN-6

  1. The government of the Republic of Kenya has received a Loan from
    the Export-Import Bank of Korea from the resources of the Economic
    Development Cooperation Fund (EDCF) of the Republic of Korea in
    the amount of USD 61 Million (Sixty-One Million US Dollars) toward
    the cost of the Nairobi ITS Establishment and Junctions Improvement
    Project [Phase I] and intends to apply a portion of the proceeds of
    this loan to payments under the contract for Design and Build for the
    Nairobi ITS Establishment and Junctions Improvement Project
    [Phase I].
    2. The terms and conditions of the Contract and payment by the Bank,
    therefore, shall be subject in all aspects to the terms and conditions
    of the Loan Agreement, including the Guidelines for the procurement
    under the EDCF Loan (the guidelines). Except as the Bank may specifically
    otherwise agree, no party other than the Borrower shall derive
    any rights from the Loan Agreement or have any claims on the Loan
    Proceeds.
    3. The Project Executing Agency, Kenya Urban Roads Authority (“KURA”
    or the “Employer”) now invites sealed bids from eligible bidders for
    the implementation of the project as described the below:
    a) Implement the detailed design and construction of civil works
    for Rehabilitation and Improvement of 25 junctions/intersections
    to meet the adequate capacity for traffic demand;
    b) Complete the detailed design of the Traffic Management Center
    (TMC) building and implementing the construction works with fixtures,
    furniture, equipment, and other facilities to operate the TMC
    building;
    c) Supply and install hardware and software to house the ITS
    equipment and operate the new traffic management system at
    the TMC building;
    d) Install ITS field equipment including traffic signal, signal controller,
    Intersection Surveillance Camera and Vehicle Enforcement
    System (“VES”) in 25 junctions, 6 Vehicle Detection System
    (“VDS”), 1 Variable Message Sign (“VMS”), a surveillance system
    comprising 20 Closed-Circuit TV (“CCTV”) cameras and communication
    network; and
    e) Training and skill transfer.
    f) Dispatch of Experts for post-project O&M support during
    warranty period.
    The design and build works shall be completed within the period of 30
    months from the Commencement Date. Also, after the completion, the
    The contractor shall dispatch experts for 2 years to support and assist the
    Employer’s sustainable O&M.
    4. Bidding will be conducted through Competitive Bidding (CB) procedures
    specified in the Guideline for Procurement under EDCF Loans,
    and is open to all eligible bidders that meet the following minimum
    qualification criteria:
    i) The bidder and all other parties constituting the bidder shall
    have the nationality of Korea;
    ii) Minimum cash flow of USD 5 Million (Incase of JV, one partner
    shall meet at least 40% of the requirement)
    iii) Minimum Average Annual Construction Turnover of USD 60 million
    calculated as total certified payments received for successfully
    completed contracts, within the last three (3) years from
    the deadline for submission. (In the case of JVA, one partner shall
    meet at least 40% of the requirement);
    iv) General ITS & Construction Experience in SI (System Integration)
    / NI (Network Integration) project and Construction of the building
    and road projects for at least the last ten (10) consecutive years
    from the bid issuing date. (In the case of JVA, conditions shall be met
    by the combination of all partners);
    v) Specific ITS, Construction of Road, and Building Project Experience
    as follows;
    Participation as contractor, or subcontractor, in at least three (3)
    [at least one (1) overseas outside Korea] Asphalt Concrete or
    Rigid Pavement Road projects within the last ten (10) years from
    the bid issuing date, each with a value of at least US$ Twenty
    Four million (USD 24,000,000.00) which are successfully completed.
    Participation as contractor, or subcontractor in at least one (1)
    construction contract of IDC building (minimum GFA 7,000 m2),
    or Administration buildings having Server Room (minimum floor
    area 75 m2) or Control Room (minimum floor area 200 m2) that
    has been successfully completed within the last ten (10) years
    from the bid issuing date.
    Participation as contractor, or subcontractor in at least one(1) SI/
    NI project within the last ten(10) years from the bid issuing date,
    with a value of at least US$ Ten million (USD 10,000,000.00)
    which are successfully completed and that are similar to the proposed
    works.
    Participation as contractor, or subcontractor in at three (3) ITS
    projects which included systems or facilities as parts of the
    scope of works in the project within the last ten (10) years from
    the bid issuing date, each with a value of at least US$ One million
    (USD 1,000,000.00) which is successfully completed and
    that is similar to the proposed works.

The ITS project shall include, as the scope of work, ITS (Intelligent Transport
System), UTIS (Urban Traffic Information System), Transportation part
of U-city (Ubiquitous-city), or Transportation part of Smart city. And the
project shall include warranty services as part of the scope of work of the
project.
vi) Design Experience as follows;
Participation as contractor, or subcontractor in at least one (1)
design contract of a construction project with a value of at least
US$ One million (USD 1,000,000.00) [highway or road project
comprised of flexible pavement, rigid pavement or rehabilitation
road project], that have been successfully completed within the
last ten (10) years from the bid issuing date.
Participation as contractor, or subcontractor in at least one (1)
design contract of IDC building (minimum GFA 7,000 m2), or an
administration buildings having a server room (minimum floor
area 75m2) or a control room (minimum floor area 200m2) that
has been successfully completed within the last ten (10) years
from the bid issuing date.
5. Interested eligible Bidders may obtain further information from

Nairobi Time. All bids must be accompanied by a bid security of USD
1.5 million (US Dollars. Late bids shall be rejected.
9. Bidders shall submit one (1) original and four (4) copies in plain
sealed envelopes with the Tender Name and Tender Number clearly
marked and bearing no indication of the bidder’s name on the envelope
