NAIROBI, Kenya, Jan 17 – President William Ruto says the Executive has no plans of interfering with the work of independent institutions in the country.
He said the close working relations with such institutions was only geared towards ensuring efficient delivery of service to Kenyans.
President Ruto asked all Government departments, commissions and independent institutions to observe the rule of law and discharge their duties in line with the Bottom-Up Economic Transformation Agenda (BETA).
“Our resolve as Executive to ensure harmonious working relations with independent institutions is not meant to manage or interfere with their work but to facilitate efficient delivery of services to Kenyans,” said President Ruto.
He said commissions and independent institutions must ensure their operations are in line with the Government’s plan of bottom up economic transformation agenda.
President Ruto said his administration was committed to full and consistent compliance with the Constitution as a means of achieving ‘our development agenda’.
“We are committed to full and consistent compliance of the Constitution and bottom up economic transformation agenda in implementing our development programmes” said President Ruto.
The President made the remarks on Tuesday, during a meeting with Constitutional Commissions and Independent institutions, at State House, Nairobi.
The theme of the meeting was inaugurating a collaborative framework between the Executive and Commissions and independent towards the full implementation of the Constitution and alignment of programmes to the Bottom-Up Economic Transformation Agenda.
The President said the Constitution has mandated institutions to perform different, but no less special task to promote a sound environment for the attainment of the greater well-being and the flourishing of full human potential of all Kenyans.
He said the Government has classified the ministries, departments and agencies into thematic clusters for effective coordination of delivery, and for better evaluation of performance.
“The thematic clusters are based on the pillars of our Plan for the rapid socioeconomic transformation of our country to achieve shared prosperity from the bottom going up,” Ruto said.
The President said it’s the duty of commissions and independent institutions
to protect the sovereignty of the people, secure the observance by all state organs of democratic values and principles and promote constitutionalism.
He said the performance of the Independent Electoral and Boundaries Commission, during the last election despite threats, blackmail and intimidation was worth being emulated by the commissions and independent institutions.
“We now know that Chairman Wafula Chebukati, commissioners Abdi Yakub Guliye and Boya Molu as well as the CEO, Hussein Marjan, and their staff, were offered stupendous financial rewards to cooperate with the agents of impunity, but they bravely resisted,” said the President,” said Dr Ruto.
Deputy President Rigathi Gachagua said the Executive will continue to respect the work of independent institutions in the country.
“We will continue to strengthen the work of independent institutions so as to improve on the service delivery to Kenyans, ” said Mr Gachagua.
Prime Cabinet Secretary Musalia Mudavadi, Speakers Moses Wetangula (National Assembly), Amason Kingi (Senate), Attorney General Justin Muturi and Senate Majority Leader Aaron Cheruiyot among others also addressed the meeting.
