Rebellion brews at Foreign Affairs Ministry – Weekly Citizen

Rebellion is brewing at the Ministry of Foreign Affairs where an ugly tag of war between CS Monica Juma and PS Macharia Kamau has given birth to unprecedented changes including chopping off some privileges for diplomatic staff.

The ministry has abolished overseas per diem rates and training subsistence allowances for its diplomatic staff as one of austerity measures.

Weekly Citizen has established an existence of two warring camps within the sensitive docket with reports that junior officers are divided between Monica and her PS Macharia who is controlling the other camp determined to ensure her ouster.

The besieged CS and her group are in the school of thought Macharia is vehemently calculating for her removal out of the lucrative office through set ups that have always left Monica with an egg on the face.

Inside sources indicate that the rival group has resorted to celebrating every failure encountered by CS Monica in the line of duty and the most recent one was a case in Japan when she did not mobilize to have President Uhuru Kenyatta address the Tokyo International Conference for African Development (TICADVII).

Firebrand trade unionist Francis Atwoli who attended the event was quick to discredit Madam Monica over her failure to ensure President Kenyatta addressed the important conference.

The embarrassment played despite the fact that Kenya had just hosted the TICAD VI forum in 2018 and therefore President Kenyatta was perceived to be a prominent figure at the event.

The evident bad blood between the two went a notch higher following the release of a circular announcing that the ministry will no longer facilitate the lucrative foreign trips for diplomats, heads of directorates, departments, divisions and units.

This plays amidst claims of grave favouristism in promotions, deployment especially in foreign missions.

It has emerged that for months now, there have been complaints in the posting of career diplomats and ironically some are quickly sent on retirement while others who have attained mandatory retirement age are ageing disgracefully in missions abroad.

A letter dated September 6, 2019 and signed by PS Kamua reads in part ‘’ It’s the decision of the government that effective September 1, 2019, officers going on sponsored activities either locally or abroad will no longer be entitled to quarter per diem’’.

Weekly Citizen has learnt that CS Monica chaired a tension packed meeting bringing together all heads of political directorates and the new unfamiliar changes are just some of the issues that took center stage at the meeting.

Under the new changes that are now fueling ranging storm within the ministry, the traveller is only allowed one fourth of the allowance for each period of six hours of fraction thereof and where meals are provided, the amount of the per diem is reduced.

For now, it’s a what and see situation at the sensitive ministry given the current war between the two top officials even as President Kenyatta is said to be planning to crack a whip anytime soon  as a permanent solution to the ugly scenario.

Kenyan government chemist declares Festive bread Fit for human consumption – Weekly Citizen

Kenya government chemist has declared Festive brand bread fit for human consumption contrary to earlier propaganda reports of baker using formalin in the manufacturing of the favourite bread.

It has emerged that it was a mere rivalry war even as an analysis commissioned by the Nairobi City County Government and done by Silala Ngala, a public analyst, declared the bread free from the dangerous chemical.

A sample of the Brown Premix bread production was taken for analysis on January 7, 2020 and no formalin was detected.

“I Silala Ngala, a Public Analyst appointed under the provision of the Food, Drugs and Chemical Substance Act, hereby certify that the seal on the sample of Brown Premix for BP received by me on January 7 was unbroken,” the report reads.

The analyst added “I am of the opinion that the sample does not contain formalin”

Wilson Lang ‘at, the Deputy Director for Public Health in Nairobi County, confirmed receipt of the report from the National laboratory.

Langat called on the public not to shy away from reporting any complaint on food they feel is not good for human consumption.

“If they have any issue or complaint, they should report so that we verify if it’s fit for human consumption or not,” Langat said.

DPL Festive is one of the leading bakeries in Kenya and has been operating for the last 20 years.

When complaints were raised about the bread, the company issued a statement refuting use of preservatives.

A consumer of the bread had taken to Twitter, alleging that the bread he had bought had gone beyond the expiry date without signs of decay.

The bakery said its products are safe for consumption up to seven days.

An official of the Bakery said that its products are vetted and approved by KEBS, the country’s standard regulator for goods and products.

“We would like to state that first, DPL Festive Ltd source ingredients for baking our bread that are vetted and approved by KEBS (the country’s standards regulator),” the company said in a statement.

Can limping Ford Kenya really survive? – Weekly Citizen

The recent claims by Bungoma senator Moses Wetang’ula that Bungoma county government had issued over Sh100million in the form of imprest which has allegedly not been accounted for a long time has sparked serious controversy in his Ford Kenya party.

A tough-talking Wetang’ula in a press conference at his residence in Bungoma town, further warned that his Ford Kenya sponsored government of Governor Wycliffe Wangamati has betrayed the people of Bungoma.

Senator Wetang’ula also talked about corruption occasioned to Bungoma by Wangamati government but could not specify any particular incident claiming that he had evidence from audit report.

He reported that at a meeting of Ford Kenya MCAs but the MCAs were skeptical about those claims with some of them warning that the senator may be forced to lay bare his true role in the mismanagement of funds in the county.

Following these allegations, it is now emerging that the party of the late Wamalwa Kijana may be on the brink of collapse because according to political observers the senator and his cronies seem to be hellbent on using the party to skim money not only from Bungoma county but Trans Nzoia county as well.

One MCA who spoke on condition he is not named alleged that Senator Wetang’ula and his family members have over the years even during governor Ken Lusaka government blackmailed the county government to give them lucrative contracts or pay them cash allegedly for party protection.

Our investigations reveal that while there may be real issues of corruption which should be investigated his unexpected outburst has more to do with his demand for money from the county government other than the need to protect Bungoma people.

It is also understood that part of the problem is Senator Wetang’ula inability to explain to the Ford Kenya fraternity over the squander of over Sh6 million which was raised from unknown sources from Bungoma ostensibly to fund the campaign of Ford Kenya candidate in the recent Kibra by-elections.

The issue of Ford Kenya’s dismal performance in Kibra by-election was surprisingly explained by the senator himself, who said with over 800 agents the party could only get 264 votes, Ford-Kenya members are asking what became of Sh6 million.

As a matter of fact, the squander of that money has a lot to do with the senator’s style of managing the once vibrant and popular party in Kenya to a mere shadow of itself.

Joseck Khaoya from Kabuchai said it is time that Wetang’ula and his family relieved the county of the kind of circus that are involving us in.Bungoma.

Our investigations and review of Bungoma since the advent of devolution reveals a litany of corrupt incidents beginning with the infamous Sh1million non-carcinogenic wheelbarrows and th Says Christopher Wachilonga from center Kwanza in Trans Nzoia County e many other white elephant projects such as the Sh100million chicken project and the skin leather tannery among others do not seem to augur well for the county given the new corruption revelations.

The Ongeri equation in murky Gusiiland politics – Weekly Citizen

Gusii politics continued to deepen ahead of the next general elections when youths from Kisii and Nyamira county met last week, endorsed and declared that Kisii county senator Sam Ongeri be the community’s political spokesman. They dismissed a clique of elected leaders from the community who were imposing the Interior cabinet secretary Fred Matiang’i to be the community’s political icon and spokesman.

The over 400 youths who met at a Oyugi’s hotel in Homa Bay county said that Matiang’i was politically juvenile, lacks political experience and therefore does not qualify by all standards to be the community’s political spokesman. They asserted that he does not understand the political dynamics in Gusii since he has never participated or been involved in political matters involving the community apart from being Simeon Nyachae’s speech writer when he contested for the presidency .

The youths who were drawn from all the constituencies in Kisii land said that Ongeri’s political experience puts him ahead when it comes to matters touching the community politically. Led by Shem Oyagi, they noted that for the over 32 years Ongeri has been in politics, the Kisii community has greatly benefited from the government compared to Matiangi.

In what seems be a no confidence against Matiang’i, the youths said that Matiang’i should first demonstrate as to what he has done to community for the short span of time he has served in the government to warrant him being the community’s political spokesman. They told this writer that Matiang’i has performed well as a minister but what they are interested in is how he has assisted his own home area but not the nation.

They cited that when Ongeri was the minister in charge of Education, Foreign Affairs, Health, Local Government and Technical Training his power and impact was felt in the entire Gusii region compared to Matiang’i who has served in the ministries of Education, Information and ICT and Interior. They also took issue with Matiang’i for dining and praising leaders who have mismanaged the county resources like Nyamira county governor John Nyagarama and his Kisii counterpart James Ongwae, a number of MPs and MCAs whom they did not name from the two counties.

Ongeri has already thrown his weight behind Matiang’i along other leaders like governors Jon Nyagarama (Nyamira), James Ongwae (Kisii), Senator Okongo Omogeni (Nyamira) and MPs Ben Momanyi (Borabu), Richard Onyonka (Kitutu Chache South), Jimmy Angwenyi (Kitutu Chache North), Jerusa Momanyi (women rep Nyamira and her Kisii counterpart Janet Ongera for the seat of presidency. A supporter of Ongeri, James Omariba told this writer that Ongeri is now busy scheming how to win the seat of the governor after the retirement of Governor James Ongwae.
