Setback in MCAs’ push for signatures to oust governor: The Standard

Two MCAs have an uphill task to secure signatures enough to warrant a petition to oust Governor Mohamed Kuti (above) for bias. 
The MCA have accused Dr Kuti of propagating skewed development in the region, saying he favours Isiolo town and three wards within the municipality namely Wabera, Burat and Bullapesa. The county has 10 wards.
Chari Ward Rep Ali Dima and his Sericho counterpart Nura Diba acknowledged that it would be difficult to impeach the governor, who has overwhelming support in the 17-member assembly.
Reaped big
The two claim the municipality wards have reaped big from the ongoing county government projects, including a Sh800 million county headquarters, Sh350 million Isiolo stadium, a town market, as well as a donor funded Sh800 million abattoir and Sh93 million Kenya Urban Support Programme (KUSP).
Responding to the threat, Kuti said it fitted perfectly in a three-year-plot by rivals to soil his reputation and record in Isiolo, but added that he was confident it would suffer a stillbirth.
“If they get one extra MCA to support them, then I would say I will be impeached,” said Kuti. “People are envious that I appear in the media as chairman of the Council of Governors’ Health Committee and want to generate equal and opposite negative force against me,” said Kuti.
The two MCAs, who were formerly Minority Leader and Chair of Public Accounts and Public Investment Committee (PIC/PAC), claimed the county had been spending funds since 2013 without following the laid down procedures as required by the Public Finance Management Act.
Discussed quarterly
“The budget and expenditure report needs to be produced and discussed in the assembly every quarter, but we have never seen it in Isiolo since we were elected in 2017. That makes 12 quarters and we wonder how neither the Controller of Budget nor the Treasury has raised any issue. Their intended Motion will not go very far,” said Dima.
Speaking separately, Roba, Deputy Speaker David Lemantile (Oldonyiro Ward) and Budget and Appropriations Committee chair Abdi Duba (Wabera Ward) all dismissed the accusations.
Roba said all quarterly reports cited by the MCAs had been tabled in the House through the Budget and Appropriations Committee.
Kuti said his government had projects in all 10 wards. He cited several water pans, boreholes and pipeline constructions and building and refurbishment of dispensaries in wards of the two MCAs.
